A safe place to begin again.

The Phoenix House provides women with children a safe place to rebuild, regain stability, and create a new beginning after crisis or hardship. Through supportive housing, life skills, accountability, community, and access to essential resources, we help families build the foundation for lasting independence and a brighter future.

This page explains how our model works, who we are built to serve, and the safeguarding pledges every family can count on from the moment they call.

Our model

Transitional housing, with the wraparound that makes it last.

Transitional housing is more than a roof. It is a time-limited, residential program that pairs a safe place to sleep with the case management, recovery support, and children’s programming a family needs to move from crisis to stability.

Residential shelter first
A private sleeping space, meals, hygiene supplies, and a calm, predictable household — the floor of safety every other goal rests on.
Wraparound case management
A dedicated advocate walks alongside each family — recovery support, parenting and childcare resources, employment and housing navigation, and on-site children’s programming.
A time-limited path, not a stopgap
Families stay as long as the work takes — long enough to plan a stable next home, not indefinitely. The work is getting out the door, on their own terms.

Every family’s path looks a little different. Some arrive in crisis and stabilize in weeks. Others need months to land a job, recover from substance use, or heal from violence. We plan the length of stay around each family’s goals — and we do not push anyone out before they are ready.

Who we serve

Women and children experiencing homelessness and housing instability.

We exist for the families other doors close on: women with infants and young children, postpartum and parenting households, survivors fleeing violence, and youth aging out of foster care with their own children.

Mothers and children in crisis
Women and their children experiencing literal homelessness, doubled up in unsafe housing, or transitioning out of an institution with no safe place to land.
Survivors of domestic violence
Women and children leaving a violent partner — the abuse may be physical, verbal, financial, or coercive control. We work alongside local DV advocates and rapid-rehousing partners to keep families safe.
Postpartum and parenting households
New mothers with newborns, expectant mothers in their third trimester, and caregivers of young children who need a stable home base while they parent, heal, and plan.
Youth aging out of foster care
Young adults aging out of the foster system with their own children, who would otherwise face homelessness on their 18th birthday.

We are a residential shelter, not a detox facility, a mental-health hospital, or a detention program. We do not serve individuals without children, men-only households, or households whose primary need is medical or substance-use stabilization at a clinical level — and we keep a warm, updated list of partner agencies so we can refer a caller to the right place the very first time they reach out.

Our safeguarding promise

What every woman and every child can count on from us.

These are not aspirations. They are the floor. If we ever fall below them, a family should be able to tell us — and we will make it right.

  • Confidential intake, every time.
    No caller or resident is asked for proof of eligibility before being offered a safe place to sleep. We do not record identifying details until the family is ready, and never without informed consent.
  • Trauma-informed and child-centered.
    Every staff member, volunteer, and partner vendor is trained in trauma-informed and child-centered practice. Children’s voices, safety, and routines lead how we plan a stay — not adult schedules.
  • A safe exit, on every page.
    A quick "leave this site now" button is one tap away from every page on our site. It opens a neutral search engine and clears this page from the browser history.
  • No data shared without consent.
    We do not share intake, medical, or program details with outside agencies, immigration authorities, or law enforcement without a resident’s informed, written consent — except where mandated by law, and only for the safety of a child.
  • Trained advocates answer the line.
    Our 24/7 crisis line is staffed by trained advocates — not call-center triage. Call or text; both are answered by the same person, day or night.
  • Audited annually, in public.
    Independent audits of our finances, programs, and safeguarding are posted each year. We publish our EIN, our filings, and the names of the people accountable for keeping this promise.

We are audited annually and follow trauma-informed, child-centered practice across every program. If something we do falls short of this standard, please reach out — a live human will respond.
